Resident Eligibility Requirements
Mandatory:
A legal entity established in accordance with Russian Federation laws (high-tech startups)
Location of the participant within or outside Russky ISTC territory for up to 3 years
The company’s statutory documents must include scientific and technological activities

How long do Russky ISTC tax preferences apply to residents?
Tax benefits are applied for 10 years from the date of receiving resident status for those with revenue up to 1 billion rubles and profits up to 300 million rubles.
Are investments required to obtain resident status?
There are no requirements for investments to obtain resident status according to the project rules. Capital investments in the infrastructure of participants may be possible based on contracts and agreements with Russky ISTC Management Company JSC.
What preferential regimes can be combined with the ISTC regime?
A project participant can simultaneously be a Russky ISTC resident, a Skolkovo Innovation Center resident, and a participant in other ISTCs. If an organization meets the criteria for applying benefits both as a participant in innovation projects and as an IT company, it can choose which benefit to apply. The choice of insurance contribution benefits does not affect the ability to apply profit tax benefits.
How long and where must a Russky ISTC resident be located?
There is a legislative provision allowing residents to be located outside ISTC territory (for no more than 3 years before the commissioning of the ISTC infrastructure facility), as long as they are engaged in scientific and technological activities and have an agreement with the Management Company to be permanently located within ISTC territory after commissioning. Currently, amendments to the project rules are being developed.

To develop resident projects and commercialize their results abroad, Russky ISTC provides companies with expert and analytical support in innovation and technology, helps integrate them into global research projects, and offers direct access to experts in Asia-Pacific countries through partnerships with FEFU and the Far Eastern Branch of the Russian Academy of Sciences. In addition, Russky ISTC is actively building its own international partnership network.
